Turkey has changed the procedure for preparing property valuation reports used in citizenship-by-investment applications. The General Directorate of Land Registry and Cadastre updated the relevant circular on September 28, 2026.

Under the new rules, a valuation report for a citizenship application may be prepared by any valuation company licensed by Turkey’s Capital Markets Board, holding active membership in the Turkish Association of Appraisers and connected to the TADEBİS information system.

Applicants can therefore select an authorized valuation company. When submitting an application through Web Tapu, they may either use automatic assignment or choose a company from the available list.

The property owner may request a valuation report. If the property belongs to a legal entity, the application must be submitted by an authorized company representative. For jointly owned property, an application from one co-owner is sufficient.

After submission, the applicant receives information about the service fee, payment deadline and application reference number by SMS or email. The application can be canceled through Web Tapu before payment. Once payment is completed, the request is forwarded to the selected valuation company, which appoints a specialist to inspect the property and prepare the report.

The completed report is electronically signed and transmitted through TADEBİS to the TAKBİS land registry system. Applicants can view the document in their Web Tapu account.

A valuation report used for land registry transactions remains valid for 12 months. If the transaction is not completed within that period, a new report must be obtained before applying to the land registry office. An earlier reassessment may also be required if the property’s characteristics or legal status change in a way that could affect its value.

When preparing the report, specialists compare the property’s actual condition with the approved architectural plans and verify its area, designated use, construction progress and legal documentation. Any alterations or discrepancies must be recorded in the report. For properties under construction, the stage of completion and potential construction risks are also considered.

The report states both the property’s market value and the value of the portion that can legally be used. The property’s market value is applied to land registry transactions.

The change expands the choice of authorized valuation companies and may simplify document preparation for investors. Requirements concerning company licensing, report content and verification of the property’s legal status remain in place.

Buyers planning to acquire property for Turkish citizenship should check in advance whether the selected property meets the applicable requirements and allow sufficient time for preparation of the valuation report.
