Dubai has taken second place in the first global Intelligent Cities Index 2026, which evaluates the use of artificial intelligence and digital technologies in the urban environment. The emirate ranked behind London but ahead of New York City, Washington, DC, and Amsterdam.

The study analysed 61 major cities across 39 countries. Experts assessed not only the level of technology adoption but also its practical impact on residents’ quality of life and business development.

The ranking was based on five key areas: the outcomes of digital transformation, urban strategy, technology adoption, the effectiveness of project implementation, and the availability of essential infrastructure, financing, and qualified specialists.

Dubai’s high position reflects the consistent development of digital government services, urban infrastructure, and artificial intelligence solutions. Modern technologies are used across the transport system, real estate sector, healthcare, security, and public services.

The top five cities in the ranking are:

  1. London
  2. Dubai
  3. New York City
  4. Washington, DC
  5. Amsterdam

The authors of the study note that even the leading cities follow different development models, and no city currently ranks first across all the evaluated areas. At the same time, Dubai demonstrates one of the most comprehensive approaches to adopting technologies and transforming them into convenient solutions for residents and businesses.

Second place in the global ranking strengthens Dubai’s status as an international technology and business hub that attracts professionals, entrepreneurs, and investors.
