Türkiye’s Ministry of Treasury and Finance is working on changes that would make it mandatory to prepare rental agreements through the government’s e-Devlet platform.
The electronic service is already operating throughout the country. So far, 72,581 rental agreements have been approved through the system, with electronic contracts issued in all 81 provinces of Türkiye.
A property owner or authorised real estate agent can prepare an agreement online. The document is then approved by the tenant, owner and guarantor, if applicable. Once confirmed, the system generates an official document with a timestamp and a verifiable barcode.
For 15 days after approval, the parties can correct typographical, numerical or data-entry errors in the agreement. The system also allows contact details, rental amounts and payment information to be updated.
Electronic registration helps verify property ownership, prevent unauthorised intermediaries from participating in rental transactions and reduce paperwork. Integration with government services also means users do not have to submit the agreement separately to certain institutions.
Mandatory use of e-Devlet for all rental agreements is currently still under development. No date has yet been announced for the proposed requirement to take effect. Until the relevant regulation is adopted, parties may continue to choose between electronic and traditional rental agreements.
