What Turkish Citizenship by Investment Gives You
Passport for the Family
The spouse and minor children can obtain citizenship together with the investor. The status granted has no expiry date.
No Residency Requirement
The program does not require you to live in Turkey permanently, prove knowledge of Turkish, or pass any exams. The property must remain in the investor’s ownership for at least three years.
Freedom of Movement
More than 110 destinations are available visa-free or with a visa on arrival, including Japan, Singapore, Hong Kong and the Republic of Korea.
Access to the U.S. E-2 Visa
Turkish citizens may qualify for the U.S. E-2 investor visa, subject to the requirements of U.S. law.
Status With No Expiry
Turkish citizenship does not need to be renewed or periodically confirmed. Turkey allows multiple citizenship; whether you can keep your current citizenship depends on the law of your own country.
The Property Remains Your Asset
During the mandatory three-year period the property stays in the investor’s ownership and can be rented out. Once the restriction is lifted, the property can be sold while the citizenship already granted remains.
Terms of the Citizenship-by-Property Program
Eligibility rests on the investment amount, which the program confirms with an official document based on the valuation report and the transaction data. It must be at least $400,000. Payments go through the banking system; the foreign currency is sold to a bank, which issues a foreign-currency purchase certificate (Döviz Alım Belgesi). The threshold can be met with one property or several - their values are added together.

Who the Program Suits and What Limits to Keep in Mind
Whether a foreign national can buy property depends on the buyer’s citizenship and the restrictions set for it. Before we shortlist a property, we check the applicant’s right to buy real estate in Turkey and the requirements that apply to their citizenship.
Turkey allows multiple citizenship. Whether you can keep your current citizenship, and the consequences of acquiring Turkish citizenship, are determined by the law of the applicant’s own country.
The program is designed for investors who
- invest from $400,000 in real estate and are ready to keep the property for at least three years;
- are ready to pay by bank transfer and to document the payments;
- are considering Turkish citizenship for the family without having to relocate or live in the country permanently.
What we check before the deal
- the declared transaction price, the bank payments and the amount confirmed for the program by the investment-value determination document (Tutar Tespit Belgesi) all reach the required threshold;
- the property has not previously been used for citizenship by another investor;
- the seller and the chain of title meet the program’s requirements;
- payment goes through a bank and can be documented;
- a foreign-currency purchase certificate (Döviz Alım Belgesi) is issued, and the bank documents confirm the required investment amount;
- the property is not in an area where purchases by foreign nationals are restricted or banned;
- the documents of the applicant and family members meet the program’s requirements.
Once the investment conditions are met, the application undergoes a state review. Citizenship is granted where there are no circumstances that would prevent it on grounds of national security or public order.
How We Work - from Property Selection to Passport
The timings of the stages are approximate and depend on the property, the bank, the set of documents and the review times of the government authorities.

Consultation and Selection
We define the investor’s goals, budget and family composition, then put together a shortlist of properties that meet the program’s requirements on price, legal status and ownership history.

Legal Audit and Reservation
We check the title, any encumbrances, the property’s history and its eligibility for the program. For new builds we also vet the developer and the project documents. After the checks we agree the terms of the deal and arrange an independent valuation.

Document Preparation
We obtain the tax number, assist with opening a bank account where needed and prepare a special power of attorney. Most of the subsequent steps can be handled by a representative; your presence is required only where biometrics are involved.

Bank Payments and the DAB
We make the payment through the banking system and track the confirmation of each transfer. The bank issues the foreign-currency purchase certificate (Döviz Alım Belgesi, DAB) required to register the deal; the applicable taxes and state fees are paid.

Title Registration
The deal is registered in the land registry (Tapu) in the investor’s name. At the same time, a commitment not to sell the property for three years is recorded in the register.

Investment Confirmation
The documents are checked for compliance with the program’s requirements. We obtain the official confirmation of the investment that is needed to file the citizenship application.

Residence Permit and Citizenship Application
We arrange the short-term residence permit provided for the investor and file the citizenship application for the investor and their family. We accompany the application through every stage of review.

Decision and Documents
Once citizenship is approved, Turkish ID cards and passports are issued. Your presence is required for the biometric procedures set out by law; some of these can be completed through Turkish diplomatic missions abroad.

Documents issued by foreign authorities are translated into Turkish and certified in the established manner. Depending on the country of issue and the type of document, an apostille or consular legalisation may be required; exceptions are possible under international agreements.
The exact list is drawn up individually, taking into account the applicant’s citizenship, family composition and the country where the documents were issued. The documents prepared in Turkey for the transaction, the residence permit and the citizenship application are handled separately by our team.
Costs Beyond the Price of the Property
Beyond the price of the property, the deal budget includes state registration fees, the independent valuation, notary and translation costs, insurance and the fees connected with the citizenship application. On a purchase in the primary market, VAT applies unless the deal meets the conditions for exemption. Before the contract is signed, you receive an itemised cost estimate for the chosen property.

* By law the buyer and the seller each pay 2%. The terms of a specific deal may provide for a different split of costs between the parties.
For foreign investors we check the possibility of a VAT exemption before the deal; where the set conditions are met, this can significantly reduce the purchase costs.

Property for the Citizenship Program
The program’s investment threshold is $400,000 and up. It can be made up of one property or several - for example, two apartments with a combined value of $400,000 or more. The properties do not have to be bought at the same time: the program counts the total size of the investment, provided each property meets the set requirements.
The selection features apartments and villas in Istanbul, Bodrum and along the Antalya coast. Every property is pre-checked for its legal status, ownership history and eligibility for the citizenship program.
For the properties you choose, we provide floor plans, current purchase terms and a calculation of the potential rental yield based on current market data. For the deal, we arrange the independent valuation and the paperwork required to confirm the investment.

A property’s compliance with the program’s requirements and the amount counted towards the investment are finally confirmed as part of the transaction procedure. When several properties are used, the amounts counted for the program are added together.

Frequently Asked Questions
Do I need to live in Turkey to obtain and keep citizenship?
No. The investment program sets no requirement to live in Turkey, to know the language, or to pass exams. When you buy property, it must remain in your ownership for at least three years; the citizenship itself does not need to be renewed.
Can I sell the property, and what happens to my status?
For the first three years the property cannot be sold - the corresponding commitment is recorded in the land registry (Tapu). It can still be rented out during this period: the program restriction concerns sale. After three years the note can be lifted and the property sold. A sale once the mandatory holding period is over does not, in itself, affect citizenship that was lawfully obtained.
Does the program cover adult children and parents?
Together with the investor, citizenship can be obtained by the spouse, minor children, and dependent children in the cases provided for by law. Financially independent adult children and parents are not included in the investor’s application: for them a suitable basis for a residence permit or citizenship has to be determined separately.
Do I have to renounce my current citizenship?
Turkey allows multiple citizenship and does not require you to renounce your existing one. However, the consequences of acquiring a second citizenship are also determined by the law of the applicant’s country. In states that do not allow multiple citizenship, obligations to notify the authorities or to give up the previous citizenship may arise. This is checked before the procedure begins.
What are the real timelines of the process?
The approximate time for the full process is 6-12 months. It depends on the readiness of the documents, the bank procedures and the review times of the government authorities. A fixed date for the grant of citizenship is not guaranteed in advance.
What tax obligations arise?
At purchase, the title registration fee (tapu harcı) is payable: by law 2% on the buyer’s side and 2% on the seller’s side. The annual property tax depends on the category of the property and the municipality; for residential property, for example, the rate is 0.1%, and 0.2% in the larger metropolitan municipalities. Renting the property out creates taxable rental income, and a sale within five years may in certain cases trigger a capital-gains tax. Obtaining Turkish citizenship does not automatically make you a tax resident: that is determined by your place of residence, your actual presence and the applicable international tax treaties.
Can I buy two properties instead of one?
Yes. When buying property the number of units is not limited, and they do not have to be bought at the same time - what matters is that the total investment meets the set threshold and the program’s requirements. For deals under a notarised promise-to-sell contract, separate rules apply: the required amount must be provided for in a single contract.
How are payments handled when transferring the funds?
Payments go through the banking system. Payment can be made by the buyer or a person connected to them; the link between the payer, the recipient and the parties to the deal must be verifiable. To register the deal, foreign currency is sold to a bank, which issues the Döviz Alım Belgesi (DAB) - a document confirming the sale of currency to the bank. Cash payments are not used to confirm the investment. The bank may request additional documents as part of compliance.
How is the investment amount confirmed for the program?
The investment amount is confirmed by the investment-value determination document (Tutar Tespit Belgesi, TTB), which is drawn up on the basis of the valuation report. The review also takes into account the price stated in the official transaction document and the confirmed bank payments - each of these figures must meet the program’s requirements. Before the deal we check all three, so that there are no discrepancies when the investment is confirmed.
How is military service for sons handled?
Investment citizenship does not, in itself, exempt men from military service. Men who are 22 or older in the year they acquire Turkish citizenship are treated as having completed their service. For younger citizens the rules depend on age and education, and a deferral is possible. For minor sons we recommend checking the situation against their age at the time citizenship is granted.
What happens if the program rules change during the process?
The applicable requirements depend on the content of the specific changes, their effective date and the stage of the deal. There is no universal rule that the previous conditions are preserved for any process already started. That is why, before payment and registration, we re-check the requirements in force and the program’s transitional provisions.
Is personal presence in Turkey required?
Most procedures can be carried out by a representative acting under a special power of attorney. Your presence is required at the stages where the law provides for identification or biometrics. Some of the later procedures, including the preparation of documents in the cases provided for, can be handled through Turkish diplomatic missions abroad.
Does a Turkish passport grant the U.S. E-2 visa?
Turkey is one of the treaty countries whose citizens can apply for the U.S. E-2 investor visa. However, if Turkish citizenship was acquired through a financial investment and the applicant did not previously hold E-category status, U.S. law requires proof of continuous domicile in Turkey for at least three years before the first application. Meeting the other E-2 criteria is assessed separately; we recommend checking your specific case in advance with a U.S. immigration attorney.
Will children born after naturalisation receive citizenship?
Yes. If at the time of birth at least one parent is a Turkish citizen, the child acquires Turkish citizenship by descent regardless of the country of birth. For certain cases of birth outside marriage, additional rules on establishing parentage apply.
